Format WMS docs need updating

Description
The WMS Format docs are specific to OGC WMS, but the WMS format allows access to other format types as well, via alternative minidrivers. (Currently, there are two -- WMS and TileService -- but there could be more in the future.) Additionally, there is no description of using the WMS type to access WMS-C data, which is a great feature that it would be a shame to not have adequate documentation on.
This patch improves the documentation with additional prose, links, and examples.
