Is there a particular reason why gdal_translate support "-co worldfile=on" for jp2 jasper and jp2 mrsid but not jp2 ecw or kakadu?
... there isn't that much rhyme or reason to worldfile handling in GDAL. It is basically added on a driver by driver basis, and not always consistently.
In the interests of providing a consistent interface to the user, thereby freeing up precious mental space for remembering more important things, I propose that "-co worldfile=yes" work for all drivers, regardless of whether that's actually necessary or not (c.f BIL already includes georeferencing in the header http://bugzilla.remotesensing.org/show_bug.cgi?id=444).
This is house cleaning, it isn't a pressing issue.

updating the docs doesn't address the point I was trying to make, that worldfile be available everywhere. The doc update I supplied (thanks for accepting them!) provides consistency across the _existing_ drivers which use the option, but doesn't make the option available to the other drivers. ...i'm talking in circles, i hope this makes sense! in any case, like I said, this is a minor issue.

Matt, I'm not prepared to support worldfiles universally. If you have specific formats you need worldfiles for, or that support some other option and you would like it updated to use worldfile instead (really in addition) then you could list them here. But I'm not eager for too much work.

Not sure worldfiles are still popular enough to keep that issue opened... And JPEG2000 has geojp2 or gmljp2 to address georeferencing
