Description
Currently, if a layer group is un-checked, the user still sees the layers within that group as being turned on and can toggle their visibility.
It would be more intuitive for the user if there was an indication that these layers are not visible on the map and that their visibility can't be toggled.

there was a substantial rewrite of the legend widget in the Jx3 branch, so pushing this back to 2.3 to see if the issue gets fixed there
