Solid color will not be remembered as "background color" when opening again

Description

steps:

  1. In redline layer creation, click on "Background color", set it as a not-transparency color.
  2. Click "OK", you'll find the color has been set as "Background color".
  3. Open color select dialog again.


Expect:
100% transparency is not checked as currently background color is not transparency.
Actual:
it's checked which makes that directly OK clicking will change background color to be transparency.
