CSS display:none for fusionGroupInfo and fusionLayerInfo doesn't work

Description

  1. Open a map with multiple layer groups and layers
  1. There are lots of blank list item displayed in legend, whose style is display:hidden[[BR]]
  1. This defect can be reproduced in all kinds of browsers.

It seems line 459 in legend.js

folder.add(treeItem);

updates the style of treeItem.

This is also related with the MapGuide template, close it as dupulacated with Ticket #441.
