Steps:
- Open one flexible web layout with one of Bingmaps as base layer.
- Pan in the Map.
Results: Only the base map panned, the layers didn't. Please refer to the attached png files.
Expected results: Layers should pan together with base map.

this problem was because the overlays extent was being determined during the VE layer pan. The solution is to turn off the VE animation (which is available in OL trunk).

I created a web layout that uses a Bing base map. Both the MG and Bing layers do pan, though they sometimes get out of alignment. This seems especially apparent when a fast pan is made. Panning more slowly seems to give much better results.
