Map does not display when mixing base group (tiled layers) and normal layers

Description
Maps with both a base group (tiled layers) and normal layers do not display correctly. The map appears to funcion even though nothing is being displayed. With SingleTile set to false:
nothing is displayed in the map pane(just background color) nothing is displayed in the overview pane, but red rectangle is placed correctly legend displays correctly but selecting a layer doesn't cause it to display select and zoom work for both base and regular layers, including correctly displaying the highlighted feature

Recent trunk changes have finally added support for Map Definitions with tiled/dynamic layer combinations. Such Map Definitions now display properly
