SHP file - characters(Greek/Hebrew/Cyrillic) are not displayed correctly in data grid

Description
The dbase files provided by shp do not appear to have a valid language ID code in them. So when the cpg file exists, the code page in it should be prior to code page in dbase file. As long as code page in cpg file is right, the character can display correctly.
