Build of openssl fails silently if PERL is missing

Description
If PERL is incorrectly setup, openssl will report being built, with no warnings or errors. Since libcurl depends on openssl, libcurl fails.
It would be nice if the build reported that PERL is missing, since an error in libcurl does not immediately suggest that the openssl build failed.
