Extract FDO Provider Test Data Into Separate tar Files.

This defect is being opened in order to extract the test data for the GDAL, SHP, SDF and ArcSDE OSGeo providers into separate tar.gz files. This will reduce the respective sizes of the tar files containing the source code for each provider, and will allow downloads to proceed more quickly.
If a user wishes to run the unit tests that use TestData, the testdata tar file for the provider will have to be retrieved as well.
The names of the new tar files will be as follows:
fdoarcsde-testdata-3.3.0_SXXX.zip
fdogdal-testdata-3.3.0_SXXX.zip
fdosdf-testdata-3.3.0_SXXX.zip
fdoshp-testdata-3.3.0_SXXX.zip
