Description
CScntv2I2 always returns success, so the fallback is never invoked after the grid fails.

Correction submitted and produced version 2708.

Changed the referenced function to return 'status' instead of zero. Tested results with CS_testT.cpp. Test code remains in that function. Testing verified that for a "LL83" to "LL27" conversion, the "NAD27-48_to_NAD83" fallback was invoked and the return status was +2 (i.e. approximated).
