Make Projections self-describing for parameters

Description
Projections should self-describe the parameters that they require. This allows GUIs or other tools to interrogate projection classes to determine what parameters should be requested from users. It also allows validating the parameters supplied to projections (eg in PROJ4 parameter strings)
