As noted on PostGIS Mailing list https://lists.osgeo.org/pipermail/postgis-devel/2019-October/028137.html, the 3.0 rc1 tar ball is missing inclusion of libxml2-2.dll and also missing copying the newer ssl libs to postgis-gui (which annoyingly seem to have a dependency on it).
