Setup job to pull transifex translations and build

Now that transifex translations are in full swing. It will be nice to see these translating into pdfs and html docs.

Particularly the italian and french which are around 20% already.

So far on Debbie, I have installed the transifex client (tx), and looking thru the pgrouting transifex scripts to glean any tips on how they do their pulls.

I think the way strk has it in theory once I have the transifex configuration files setup, it should be just a matter of setting up the doc job to pull into doc folder and running the translation doc command he has already.
