PostGIS Dev newsgroup should get emailed on ticket updates

We seem to have lost the capability to get notified via PostGIS dev newsgroup with new trac system when new tickets / changes are made. We need this functionality back.

One slight problem — the To: part is missing. dev is in cc. could get caught up in spam filters as a result.
