Installation for hard upgrade -- make easier to follow and get rid of obselete instructions

Our hard_upgrad section seems a bit obsolete and just hard to follow. If I'm on windows, I'm probably not going to be running perl for example so these instructions are pretty useless to me.

I would like to get rid of the obsolete junk in hard-upgrade that applies to 8.0 and also get rid of use of perl script so we have something that will work on all platforms.

I'm proposing we just go with 1) backup your old db before you install new postgis 2) install new postgis 3) create new postgis enabled database 4) restore your backup on top of new database 5) Run the uninstall_legacy.sql script (which I'm still finishing up)

Does any one have issue with these instructions before I make the change?

Okay since no one voiced an opinion, I went ahead and changed it to my heart's content. Feel free to change if you don't agree with my hard upgrade steps (r7428 - r7429)
