confirm that ipython 5.4 is installed and runs; see attached log for bare install.

bump 12dev alpha1 kernels for python2 and python3 are installed now more kernels? customization?

Jupyter IRKernel install rough-tmp in PR16

not good -- uses a R::devtools dynamic pull from Github

reading about IRKernel, it seems the last release was Oct17 with an un-remarkable version of 0.8.11. I suspect the the conda-forge recipe is "good enough" and that it is low-priority to complete this release for the Jupyter team. RStudio has such a large user base, so the Jupyter Notebook R is not often setup.

Also not good is, the last IRKernel release was quite a while ago, so therefore not desirable here. Looking into a master branch git commit freeze and R install....

second pass -- use R::devtools and a frozen checkout+hash ID;

A git snapshot is stored on download.osgeo.org ; TODO add SHA512 check
