+1 to stay on the current version and update in later releases of the Live.

The last JOSM tested snapshot (SVN 10526) using Java 7 has been released today, see:
The Debian packages have been updated and uploaded to unstable. Those releases have also been backported to Ubuntu xenial for OSGeo-Live in their respective branches of the git repositories:

JOSM doesn't use any dependencies that have been updated for xenial in the OSGeo-Live nightly PPA, but the nightly PPA has been enabled in the build environments (cowbuilder & Launchpad) for correctness.

The StartupPage always shows that for outdated JOSM versions. Updating to the latest tested snapshot resolves that, but that doesn't last long because of the monthly release cycle of tested snapshots.
