bump 12dev alpha1; only file_fdw and postgres_fdw are installed at this time
SFCGAL is also currently missing from PostGIS 2.4 / PostreSQL 10

Can upstream release a version (tag a release in github). Looks like an interesting suggestion, but I prefer not to rely on a random git checkout.
