Add ubuntugis repo for easy activation

Description
For users of the VM, persistent usb or install we should enable the Ubuntugis-unstable repo so they get updates of core programs. This could be commented out lines in the sources.list.d/
Or a script in the boot sequence that detects if it's a read-only boot and if not copies a sources file into that directory. Worst case we provide instructions on how to active the repo and get updates.
Not getting updates is a downside of the move to the osgeo-live specific repo.

That's not the plan I originally agreed to. My understanding is that we would update it per release to lock in versions during our release cycle. So there would likely only be 1-4 updates per year and that older distros like 12.04 which we don't plan to build on won't receive any updates. Only 14.04 will receive changes until we shift our base again.
Anything more seems like extra work on our part that could be better spent elsewhere (like keeping ubuntugis up to date).

Hi Alex,
Part of the original proposal for OSGeoLive PPA was the update process to be handled by that, so that a breakage in UbuntuGIS (happens some times) would not affect the Live. Yes, we are not doing updates for 12.04... but we could if we wanted/had time.
We are still using UbuntuGIS as upstream, it is just an extra layer of security. All distributions do similar sandboxing between development and release repositories...

As discussed in the UbuntuGIS mailing list, the update process in now the following:
OSGeoLive ppa pulls packages from DebianGIS Unstable and pushes new versions to UbuntuGIS Testing.
Once an OSGeoLive release happens, the release packages are moved to UbuntuGIS Unstable and the previous release moves to UbuntuGIS Stable.
So, OSGeoLive ppa acts like UbuntuGIS Testing (with some special additions when needed, like the recent port of PHP5 to Xenial etc)

The idea behind our new PPA is to provide updates by copying tested packages from UbuntuGIS when we feel safe about it.
