libjpeg

• C++ Library providing JPEG read/write support.
• Provides DLL (bin/jpeg_osgeo.dll), stub library (lib/jpeg_i.lib) and include files (include/j*).
• Includes the IPP compatability fixes in ​http://trac.osgeo.org/gdal/changeset/15507 so we can drop in an IPP compatible libjpeg in it's place (see ​http://trac.osgeo.org/gdal/wiki/JpegIPP)
• There is also a libjpeg-devel package, but this is just for backwards compatability - all devel stuff is now in the libjpeg package.
