libLAS tool fails with lasinfo.exe stopped working message

Description
lasinfo is somehow broken in the current OSGeo4W64. Executing lasinfo on any LAS file (e.g. this one) fails with "lasinfo.exe stopped working" message dialog:
lasinfo some_tile.las
However, the tools is present and running just the help works:
lasinfo --help
In 32bit version, lasinfo works.
This issue was originally reported in GRASS GIS bug tracker and the behavior for GRASS GIS modules dependent on libLAS is the same (32bit version and help works, processing fails in 64bit version):

libLAS tools are not working for me in any version now.
tested here on a osgeo4w 64bit-win10 box with
lasinfo (libLAS 1.8.0 with GeoTIFF 1.4.0 GDAL 1.11.3 LASzip 2.2.0)
lasinfo works with this data1;
but lasinfo doesnt't work with this data2.
on an old win 32box lasinfo on data1 doesn't work.
