Upgrade gitea to latest 1.16

Description
We are currently at 1.15.6. A number of security patches have been released.
Plan is to upgrade to 1.16.4 (released 3 days ago). https://github.com/go-gitea/gitea/releases/tag/v1.16.4
There is one breaking change I see of concern that might need some remediation after upgrade.

Only allow webhook to send requests to allowed hosts (#17482)
Need to check if this breaks dronie, jenkins, and weblate and any other webhooks we have in place.
will test on osgeo4. Plan to do this weekend
