Service providers location filter is overly verbose

Description

I was explaining OSGeo to someone in the mapping community the other day and showing them the Service Providers page, and they pointed out that the location filter "is super weird... On the one hand, Aberystwyth (town in Wales) and on the other, India (continent-sized country). Also, many of the weirder locations have no results..."

I thought it might make sense to at least remove locations without entries. If it's possible, we could just use a country-level filter (or country-state in some of the larger countries). I think I have privileges to remove locations without entries so I'm happy to help with that part if the SAC agrees.

Hi jbryant Just making sure I understand the problem Overly verbose = the choosing list is enormous, (and getting bigger each time a member adds a location)

What do you mean by Locations without entries?

1) locations that do not have the lat/lon values

2) locations that are not referenced by anything on wordpress

3) locations that are not referenced particularly by sponsors

Of course any help would be helpful :-)

There is https://staging.www.osgeo.org/ where you can make the proposed changes

If the change needs to be done at the php level, please let me know so we can arrange a meeting on how/where to do that kind of changes
