[WFS Client] QueryByRect() on WFS layers doesn't return any result

Description 

Paul reported that doing a QueryByRect() on a WFS client layer doesn't return
any result.  I'll attach a script and mapfile to reproduce.

Looking into it now.

It turns out that if we add a TEMPLATE in the classes of the WFS client layer
(and fix a little glitch in the test script) then we get query results, so this
is not a bug, just a mapfile issue.

closing as INVALID.
