I have noticed the following problem during last days:
The GetCapabilities request returns an XML:
This XML is validated in according to a DTD in www.digitalearth.gov: 
<!DOCTYPE WMT_MS_Capabilities 
SYSTEM "http://www.digitalearth.gov/wmt/xml/capabilities_1_1_0.dtd"

Since a week the site www.digitalearth.gov has been changed to 
www.digitalearth.org

Since i am using the MAPSERV.EXE version 4.0 for Windows and i cannot recompile 
the MAPSERV.EXE is it possible to have an updated version of the Mapserv.exe 
including the updated reference to the DTD?

FYI Jeff DLB wrote the following note to the WMS-Dev list yesterday:

> (www2.digitalearth.gov) that has a copy of the DTDs.  This
> DNS change will propagate during the next ~24hrs around the

So the DTD URL should work for you again very soon, it works for me now.

We will have to do something about this in MapServer, there was already bug 657
about this.
