Description 

The Mapfile documentation document contains a syntax error for LABELREQUIRES and
REQUIRES Layer Object. 

The expression syntax should be:

<i>REQUIRES "![orthoquads]"</i>

Rather than:

<i>REQUIRES ([orthoquads] != 1)</i>
