Rendering issue for polygon shape file PNG format

Description 

The attached shape file renders poorly in the 4.1 (OK in 4.0.1)  Not sure what 
is going on here...

Do you have some sample images and a map file?

Turns out that the proj=latlong  and ellps=clrk66 were in a different order for 
this particular layer.  So a config issue - but does lead to some very strange 
rendering of the layer.
