No html legend when it contains too many elements
(This bug is probably related to bug #1946)
When using mapserver 4.10 or todays nightly cvs-dump no legend is generated when
that legend contains too many elements.
In attachment 2 mapfiles: in the first one it is impossible to show the legend
of the "soils" layer, even though it shows up fine in the map itself.
The second mapfile contains the same file, but with less elements and here the
legend works as long as you don't add any other layers, in which case it also fails.
