msDrawLegend should consider minscale and maxscale

Description 

msDrawLegend should not display layer not to be drawn at the current scale 
taking into account the MINSCALE and MAXSCALE setting of the layer and the 
class.

Status: new → assigned 
Tamas: I just checked the source and msDrawLegend does respect scale for layers,
but seemingly not for classes. I just fixed that in CVS. Please confirm the fix
works for you.
