     73 * If you have a .net project consuming the MapGuide nuget packages and the .net project targets legacy .net Framework 4.x and uses `packages.config` for tracking package references, the native dll copying targets will not activate.
     74    * For this to work in this type of project, you need to migrate `packages.config` over to use `PackageReference` elements. Once migrated, the native dll copying targets will activate.
