JenkinsCI/vagrant loose ends for 3.0 release cycle

• Update trunk Fusion app.version to 3.0.0 in build.xml. The version is still 2.6.0 and is causing the buildtools package to not be copied to the build artifact directory
• Run the mgserver test suite with a file parameter and configure a xUnit report task to report on the test output file
• Also invoke the web tier test suite and log/report on its results. This requires us to be able to programatically configure up a MapGuide environment to run the tests in, so this item sort of depends on #2498
