2.4 branch tidy up — at Initial Version

Description
We are currently using trunk fusion and CS-Map for the 2.4 branch. We need to start locking down the versions of these respective external dependencies:
- CS-Map:
/metacrs/csmap/branches/13.10/CsMapDev(same as 2.4j) - Fusion: TBD
Also the installer components should also be branched to 2.4
