gis.m's help page not processed correctly

Hi,
I notice that gis.m's help page does not get the <HTML> header, --html-description, and footer applied to it. d.m manages to get this so gis.m should be able to as well. It goes use the standard parser interface and --html-description does work.

I'm not quite sure what was happening before, but with a fresh svn checkout and build gis.m.html builds correctly.
