wingrass: provide grass.bat

Description
Currently winGRASS provides only grassXY.bat
files. The package could also provide generic grass.bat
file (similarly to linux packages).
Advantage: Software like QGIS processing will not depend on version-based GRASS bat file (which avoids problem when GRASS is upgraded in OSGeo4W, eg. grass70 -> grass72)
Disadvantage: When more version of GRASS installed (grass, grass-dev) in OSGeo4W, last installation will override grass.bat.

I'd consider conflicting files a packaging bug - so this should probably be a separate package Perhaps with a env variable that allows to control, which version to load. Could be done using a
etc/ini/packagename.bat
- which wouldn't produce a conflict. Although that might produce the above behaviour (last ini wins). Not sure if there is a defined order in which the ini batchfiles are executed.
