r.stream.basins: add layer, cats, and where option

Description ¶
Currently, r.stream.basins does not offer a "layer" option and no basin is produced for points without category on layer 1; even if the message of the module says differently. Hence, a layer option, with layer=-1 meaning that basins must be created for all points, and a cats, and where option (for subset selection) would be useful.
