It would be nice if v.buffer had cat and where parameters to allow creating buffers only for selected features.

I think we should probably do an audit and see all those modules which could profit of where and cat parameters. I'll put that into another ticket.

Good idea. I have by now a template code sniplet for adding where and cats options which can be easily added to other modules. v.to.rast would IMHO be a candidate.
