Description
This whole ticket sending to geos-develop I feel is cluttering up the develop mailing list.
If we really need this, we should have a geos-tickets mailing list like we have postgis
https://lists.osgeo.org/pipermail/postgis-tickets/
So no one needs to be tortured with these notices unless they really want to be.
