Porting the fixes might help fixing bugs in Buffer operation also in 3.3 branch, where MCIndexSnapRounder is NOT used but its use would fix at least #605

Applying the change from JTS, which is a one-liner, breaks a test case from GEOS added earlier.

Bumping to 3.4.0 as nothing exposed in the C-API uses MCIndexSnapRounder in 3.3.
For the record, the JTS fix was committed in revision 606
