This ticket owns the clang warnings cleanup that I am doing. None of this should be backported, and if anyone has any issues, please report them here.

Here is my cleanup I've been working on for while usin. Visual C++. It tries to get the use of integer types straight across GEOS and removes unnecessary casts and adds a few required casts.
