Remove geos_c.h.vc and add .bat generator — at Version 4

The geos_c.h header for Visual C++ should be generated from geos_c.h.in. It needs a .BAT script that will do the job.

Currently, it's a hassle to synchronize geos_c.h.in and geos_c.h.vc

Resolution: none → fixed 
we got rid of geos_c.h.vc and version.h.in already.
the "batch" file will be ./configure itself.
