    129 This mapping duplicates much of the XML hierarchy already present in ISO19115/19139 by creating new elements that are often almost the same as those being mapped. Given that RDF already includes dublin core elements, why can't we simply embed the ISO19115/19139 elements into RDF?

Given that RDF already includes dublin core elements, why can't we simply embed the ISO19115/19139 elements into RDF? This would be a big win if we could do this as we already have services to manage ISO objects (eg. editor can add objects to a metadata record, directory interface in admin manages directories of metadata objects (or fragments)).
