Currently the most convenient JPIP streaming developer library is [http://www.kakadusoftware.com Kakadu] however since GDAL is also developer library, only stubs can be distributed to conform to Kakadu licensing ([http://trac.osgeo.org/gdal/wiki/JP2KAK JP2KAK]).
