MSG driver implementation is based on EUMETSAT Public Wavelet Transform Decompression Library Software

- ticket 2116 contains patches to apply to make the EUMETSAT Wavelet Transform Software (version 2.03) compile with GCC 4.1.x and GCC 4.3.x
After registration, the downloaded archive PublicDecompWT.zip must be extracted in the frmts/msg/ directory. The resulting folder (e.g. frmts/msg/2.06) must be renamed to frmts/msg/PublicDecompWT.
