GDAL/OGR is generally licensed under the MIT/X license detailed in the [wiki:FAQGeneral#WhatexactlywasthelicensetermsforGDAL FAQ].  This is an OSI approved open source license.  But GDAL/OGR depends on many subsidiary libraries, and includes a few components under specific licenses. 

 * Files such as gdal/data/pcs.csv are derived from OGP.  The EPSG dataset is currently provided under a license that is not open source compatible, but  OGP is considering offering it under a [wiki:RevisedEPSGLicense revised EPSG license] which is being considered for suitability.
