PHP is not currently properly supported by GDAL/OGR. 

There are php bindings in gdal/swig/php but they are not maintained, and are not believed to be useful or functional. 

There is also a seperately maintained set of PHP OGR bindings available from maptools.org.  The [http://www.maptools.org/ms4w/index.phtml MS4W] builds include php_ogr, and there is also [http://dl.maptools.org/dl/php_ogr/php_ogr_documentation.html online documentation] available.
