Update OGR for TIGER 2004 support

Description 

OGR's TIGER support works fine with TIGER/Line 2004 except for...

o The new Urban Area Code, Current field in A records is ignored.
o The new Urban / rural Indicicator on A records is ignored.
o The new "RTM" (metadata link) file is ignored. 

Can this be added please?

Mark,

This update has been completed, and the updated code emailed to Dale a few
others long with a fix for another TIGER/Line issue.
