Description 

Implement SetProjection() for NITF driver. 

We need to be able to create an NITF file, and then after the fact assign 
the georeferencing with SetProjection() and SetGeoTransform(). 

This may also mean we need to grow the file to hold the IGEOLO in SetProjection().
