The nmake.opt in released GDAL 2.2.2 packages reads: 

# Version number embedded in DLL name. 
# If GDAL version is X.Y.Z, VERSION = X * 100 + Y
!IFNDEF VERSION
VERSION =	202
!ENDIF

while it should read 

VERSION =	222
