@chandr24 can the 250K_NF44NE_Area_V7.dgn sample be shared freely on ​http://download.osgeo.org/gdal/data ? Or could you possibly generate a very very small sample file (one record for example) for inclusion in the regression test suite ?

Sample DGN file has been created for free share on ​http://download.osgeo.org/gdal/data. Source: 250K_NF44NE_Area_V7.dgn (deleted some layers). You can copy and use it as you wish.
